- The climate cooled for a couple of years (after Pinatubo ) due to the albedo effect of atmospheric SO2. Atmospheric SO2 reflects sunlight so there is less surface heating. This is not permanent, though (and neither is volcanic ash, as MMC pointed out).

- Steve, HEPA is a type of filter (High Efficiency Particle Air filter). I believe you are referring to HIPAA (Health Insurance Portability and Accountability Act) which, yes, does add a burden (cost) for proper implementation.
